Description 
Single connection (CN) to 1D Node must have a weighting factor (f attribute in 2d_bc layer) of one (1.0).  As of Build 2004-07-AC, a zero weighting factor is interpreted as a value of one (1.0).
Suggestions 
If using a single CN connection to a 1D node, ensure weighting factor (f) of 1.0 is used.
