ERROR 3029 - active value of <number> not in range [0..<number>].

Description
The "active value" is a cell based index to boundary condition data.
It must be in range 0 to N-1 where N is the number of supplied boundary conditions (HT+HQ), or GT for groundwater boundaries.
This is an internal error.
