|message_desc=The error is being triggered by the cell selection algorithm failing to create a contiguous line of cells for a HQ boundary which is required to generate a rating curve. This is in turn can be caused by refinement areas being snapped to the boundary line and causing varied cell size along the boundary (where the line can also pass through inactive areas).
