Description 
"SGS Approach == Method C" requires users to set SGS Sample Frequency in the .tcf file (not .tgc). The frequency sets the number of sample points across a cell face, with the square of the number being 
the number of SGS sample locations per cell. It expects an odd number starting at 3 (9 cell sample locations).
For example, with SGS Sample Frequency  == 11 and cell size of 10m, TUFLOW samples with 1m interval at 11 points along a face including the two face vertexes at both ends.
For Quadtree models, different sample frequencies can be defined for each nesting level, e.g.:
SGS Sample Frequency  == 21, 11, 6
