Check that you have the correct NVIDIA driver installed

CUDA Driver is not up to date or not compatible with current TUFLOW HPC version.

Suggestions
Ensure CUDA Driver is up to date. Follow the instruction in GPU_Setup to update CUDA Driver, or visit http://www.nvidia.com/Download/index.aspx to find the latest driver.
