ERROR 0013 - Operating platform different to that specified by "Model Platform ==".

Description
The "Model Platform == <w32 or w64>" forces the .tcf file to only be run using either a 32-bit (w32) or 64-bit (w64) version. If the message is encountered the TUFLOW incorrect version has been used.
