ERROR 1521 - Could not identify 2D active cell in any 2D domain at coordinates 'x', 'y'. for operating control variable 'a' in line below. Operating Control Line = 'a' == 'b'

Operating control feature is outside of 2D active cell.

Suggestions
Check the operating control feature location. If grid_check file doesn't exist, add "Verbose == ON" to the .tcf file to get written pre-processing layers/grids.
