ERROR 1303 - Invalid channels per node count.

Description
There is an issue with the number of channels and nodes. The most likely cause for this is that there are manually created nodes in the 1d_nwk layer and no 1d_channels. A minimum of 1 channel is required if using manually created 1D nodes.

Suggestions
Create a dummy channel in the 1d_nwk layer.
