Error related to GeoPackage Layer.
Suggestions
Try the latest release version of TUFLOW, available here (https://www.tuflow.com/downloads/).
If GPKG layer is open in a QGIS workspace, ensure the all the layers are not in editing mode. Then close the workspace and run the simulation.
