Description
The channel 'a' is a structure, pump or other device that is to be controlled by operating rules (denoted by adding the optional flag 'O' to the 1d_nwk type). The rules associated with channel 'a' cannot be found.

Suggestions
Ensure that a <control_id> has been entered for the Inlet_Type attribute within the 1d_nwk object for channel 'a'. Check that a Operating Controls .toc file has been created and Define Control ==End Define logic blocks have been specified for <Control_id>. Note that more than one channel can reference the same operational control logic.
