Description
All cells within direct rainfall polygon have already been assigned a different boundary type or are inactive. Cells with level boundary (HX, HT, HQ) boundaries can't also be assigned a flow boundary.

Suggestions
Check extent of rainfall polygon and ensure active non-BC cells are found within polygon.
