Description
At least one GIS nesting layer (2d_qnl) is required when using a Quadtree Control File (.qcf).

Suggestions
Ensure that and least one 2d_qnl layer has been created and that it has been referenced in the .qcf by the Read GIS Nesting == command.
Refer to the TUFLOW Manual for more information on the 2d_qnl GIS layer.
