ERROR 2211 - No active, non-BC, 2D cells within direct rainfall polygon.

Description
All cells within direct rainfall polygon have already been assigned a different boundary type or are inactive. Cells with level boundary (HX, HT, HQ) boundaries can't also be assigned a flow boundary.
Suggestions
