The 2D cell is located outside the 2D domain. The "Check Inside Grid" command controls whether this message is an ERROR, WARNING or not given.
Suggestions
Make sure the 2D cell is in the 2D model domain. The .tcf can be modified to turn this check off by adding:
Check Inside Grid == Warning
or
Check Inside Grid == Off
