Description
A default slope can be specified for a HQ type boundary using the BLANK HQ SLOPE == <slope value> command in the .tbc file. This default will apply to all HQ boundary objects in the 2d_bc layer which have no name or slope specified. In this case a default slope has been applied to the object.

Suggestions
Check to ensure that the application of the HQ boundary slope is correct. See also the _2d_bc_tables.csv check file for the derived level-flow relationship.
